Duke Shepard - Portland-Based Policy Strategist

Duke Shepard was deputy commissioner of the Oregon Bureau of Labor and Industries from 2019 to 2023. During his time as deputy commissioner, Duke Shepard served as chief of staff and administrator of the bureau. He was in charge of policy, administrative, and operational activities at the core of the agency’s statutory obligations and duties.

He also supervised an executive team that comprised HR, business assistants, policy advisors, commissioner’s office staff, and division directors. Duke Shepard implemented a 3-year strategic plan to upgrade and improve the bureau’s services and culture and its legislative relationships, while also bringing in new general fund resources.

Before becoming deputy commissioner, Duke Shepard was deputy director of the Center for Evidence-based Policy at OHSU from 2015 to 2019. In this role, he collaborated with the director to provide forward-thinking leadership and strategic guidance. As part of his work, he supported over 30 state Medicaid programs throughout the United States. He also managed a team of more than 30 professionals, ensuring their alignment with the organization’s goals.
